I have an atwater kent model 70 l2 that uses three type 24 tubes in the rf section. What if i subbed these with type 35s? Would this create sort of an avc effect?

No, AVC has to be part of the circuit. Just changing tubes won't do it. For AVC to operate grid #1 voltage in relation to cathode has to change.
