There is a Motorola 17T4 TV for sale locally. It is in good physical condition. The electronic condition is unknown.
I am not a TV guy and I have a few questions:
. What is the collectablity of this model?
. What would be a fair offer for it?

Not very collectible, 17" sets were very common. Most serious TV collectors like slightly earlier sets with round CRT's. That's a 1951 model which may have been carried over into 1952, by then every manufacturer was putting out TV's as fast as they could run the assembly lines.
Generally the sets with rectangular tubes don't have much value unless there is something really special about them. This one from the only photo I could find online seems to be a simple table model cabinet.
Value? Depends on how badly you want it. If you intend to keep it, then maybe as much as $50 provided you can test the CRT first to be certain it is usable. Otherwise, maybe $25 as-is but only if all the knobs and the back cover are present, and the cabinet is in cosmetically nice condition with no damage.
