Have you tried cleaning it, or is it broken?

Many of those toggle switches can be cleaned. This is what I do: Put the radio on its back, front facing up. Use a good control cleaner (I use Deoxit). Hold the spray nozzle at the base of the toggle and very gently dribble several drops of cleaner into round portion of the toggle. It will get inside. Let it sit for a while, then do it again. Actuate the toggle many times (like over a hundred). Measure the resistance of the switch; it should be close to zero.

I have saved probably at least 90% of the toggle switches by cleaning this way.

While Johhnysan's advice for cleaning toggle switches is spot on, the AC switch on this radio is part of the volume (audio gain) control. The switch portion can be cleaned if you remove the control from the chassis then remove the back assembly to gain access. But if the actual mechanism is broken, the best solution is to replace the control. Volume controls that have an attached AC power switch are fairly common.
