Just finished the recap of an rca victor k60. It pulls in stations just fine but when it switch it to either phono or television and play either my ipod or record player i need to turn the volume all the way up to get just a little bit of sound. I also tried a record player with a 3 volt cartridge and got the same result. What could this be?

When you touch the center contact of the phono input on the radio (stick a nail in there) you should get a loud hum through the speaker controllable by the volume control. If not, check all wiring between the jack, through switch, and to the grid of the first audio tube. Something may be partly shorted or leaking to ground cutting signal.

Make sure the input selector switch is clean and like wrnewton said check the wiring.
Also if you have not done so replace all the resistors. Learned from experience with the K-80 (basically a K-60 with push pull audio) that the resistors in there will most likely be at least out of tolerance if not completely open. On mine I had a 470K resistor read somewhere around 700K and another 470K was open.

More than likely it is your input selection switch or the wiring to it.
If you have an audio signal generator connect it to the input and see what you get from the speaker.

Jump your record player in with clip leads across the volume control. The "hot" center pin from the record player needs to be tack soldered direct to the high side of the control. Clip lead the shell of the RCA plug to the low side of the volume control. Turn the selector to radio and tune the set to a quiet spot. Test the record player and adjust the volume control. If it plays with normal volume your trouble is in that function switch. Something is not making contact well or shorting, or one of the surrounding components isn't right. Double check wiring and resistors around there, as previously suggested.
This assumes that the record player has enough output and plays well through another OK radio.
Edit: are any of the underchassis "hot" audio leads shielded? They don't show on the schematic but might be there anyway. Sometimes on older wiring the shield gets shorted to the hot center conductor. There would typically be shielded leads from the function switch back to the input jacks. Some shields are a long spring with a wire pulled through, others are wires with braided shields.

I'm with Reece on connecting the record player directly across the volume control - but what sort of pickup cartridge do you have? A magnetic cartridge won't put out enough voltage - it'll need one of the old crystal types IMHO.
Also if the socket is an RCA phono type, the early ones had a much longer centre pin than the current types - you may not be making contact.
