To take this further, ESL will cause overshoot, which has led to objections in the past about this approach. It seems to me it would be possible to skip over it.

I received the Blue Anatek ESR meter and it seems to work as they say. I found some bad caps on an old junk computer PS that were, upon real close inspection, slightly bulging....I think!! They showed high ESR and others were OK. This will be a useful tool I can tell.
