Its a Stylus Tracking Force Gauge, an early one at that probably for 78s

Looks more like a playing time counter. It appears that the arm is somehow coupled to the tone arm of the Victrola, while the indicator housing is wood screwed to the motor board, somewhere.

As the record plays, the sector gear on the arm turns the dial indicator shaft toward zero, and the end of the record.

Some of the high-end "Period" models made by Sonora had these. Some people refer to these models as "art case" models, but catalogues all call them Period models.
The motors (& counters) were made by Paillards of Switzerland.
The idea was that you fully wound the motor, & the counter would tell you how many records you had left to play before having to fully wind the motor again.
I haven't examined a Paillard counter in person, so I dont for sure this one is Swiss or not, but it does look like the ones used by Sonora.
It was actually attached to the underside of the motor board, & the arm attached to the motor.
Only the face of the dial could be seen through a hole on the topside of the motor board.

I think (?) some high-end Aeolian Vocalion models also included a counter, & if it belonged to one of these, it would be made by Thorens of Switzerland, as they supplied all the motors & running gear for AV.
