In the old days of point to point wiring, they were all axial-lead (horizontal mounting), save for the multi-capacitance units that mounted on top of the chassis.
PCB construction caused radial (vertical mounting) single value caps to become the majority style.
Any electronic component can be mounted in any position (unless there is a unique item or two from the twenties I'm not aware of).
