So if I see a cap and resistor in parallel from B- to chassis I've got a floating "ground"?

quite likely. typical radios with floating chassis have no power transformer and tube filaments wired in series, thus different first numbers in tube numbers; ie 12,35,50 usual tip off is the lack of a power transformer. most AA5 radios fall in this category
