Save yourself a lot of time and trouble. Take it to someone that is familiar with working on tube equipment. There may be a vintage radio club, or amateur radio person nearby that would help.
Or, sell it to someone that is in the hobby.
Monkeying around until the thing 'works' could do more damage than good.
If the set does nothing, it could be many things. Bad power switch, bad cord, burned out tube, an open speaker, break in a curcuit board, hard to say.
I have one of these, and if I remember, the flip top dial turns the power on. Could be in that switch.
