Pretty much so. Just to be sure, you could put a 1 ohm several watt resistor in series with the filament and read the voltage across it to verify that it is drawing current, although the tube should feel warm after awhile.

Any triode on a 4-pin UX base has the same pinout. The fat pins are the filament, pin 2 is the plate and 3 is the grid. Set it up in the tester as a 45 and run through your shorts tests.
