Like the ones from the vehicle dealership and really any of the ones like coachmen catalina from the sides of a camper and all the rest of them.
I know you can eventually grind and sand them off. I have seen some weather in the sun for 40 years and are still stuck in place.

If you mean the typical graphics decals as found on commercial vehicles, or the like, I use a heat gun and a plastic scraper of sorts, similar to a Bondo spreader. Takes some patience, but unless you're over zealous with the heat, no harm will result to the pain underneath. Pretty warm, but not hot. Never checked the actual temperature when removing such decals.

Use some 3M trim tape remover, it will take it off, but it takes elbow grease.
