Just had a thought....

What tube does your set have in the RF amp socket in the tuner?

If it's what I think it is, your problem could be an O/C bias resistor. Tell me the tube type and I'll point you in the right direction....

The output of VCRs and DVD players is purposely kept on the low side. There was the worry that people might connect a VCR to a TV without disconnecting the antenna. They did not want the VCR to broadcast all over the neighborhood. But the output should be high enough to work with any properly working TV.
So something is wrong with the TV, but fixing it with an amplifier seems to be a good workaround. If this was my set I would be into the tuner trying to find out what is wrong, but that is just me. I think you can call it good if it does not get any worse.
