Where did you get this? I suspect that I'm the inventor of that circuit. I came up with it on my own and I've never seen it anywhere else on the web. Here's my original published version.

On a side note, are you a programmer as well? I'm talking about microcontrollers and HEX codes, a PIC series microcontroller is going to drive a CD4046 + LCD + take inputs from four keys to cover the 87.5-108 MHz band in 100KHz steps. A obsolete dedicated PLL chip like TSA5511 isn't needed then. The microcontroller is directly able to control CD4046.

I could call myself a programmer if I could call myself a brain surgeon. I can program a VCR and adapt Arduino code to my purposes, but starting from scratch? Nopers.
